The MSDN documentation about the /SafeMode command-line switch states that "This switch prevents all third-party VSPackages from loading when Visual Studio starts, thus ensuring stable execution". However, add-ins are loaded. More Information This seems to be a bug of Visual Studio 2005. It is fixed in Visual Studio 2008, which disables the Add-In Manager if the /SafeMode switch is specified.
